No, not anymore. Due to criminal abuse of TOEIC centres in the UK, the TOEIC is no longer accepted by the UKVI, which replaced the UKBA. The only tests available in Morocco to prove language requirements for Spouse Visa purpose is the KET test. The IELTS is also recognised but is more expensive and will not be delivered if the results are below a band 4. We strongly recommend AGAINST an IELTS.
